No they had a referendum. In the 1950’s all those English speaking areas were part of the Eastern Region in Nigeria. They had representatives in the Eastern house of Assembly. But the fear of the dominance of the Igbo made them sign up with French Cameroon thinking they would have a leverage in Cameroon than in Nigeria. The French Cameroonians promise them federalism. But by 1971 they abolish Federalism for Unitarianism hence their problems today.
If they could have waited till 1966 when states where created out of the eastern region they would have their states and today they would have be benefiting from the 13% derivatives giving to oil producing states. Unfortunately all money made from oil as they are now a Unitary country goes to the central government who spends most of that funds in the French areas to the detriment of the English Speaking areas.
They have themselves to blame.

The then Oba of Benin was at the forefront for the secession of the minority people of the western region and he outlined historical cultural differences as the main reason for leaving the Western region.
The Oba righly said that his throne once was an independent empire and wanted to have it restored and separate from any other competeting throne.

That's not how a federation works, you don't take what belongs to others and spread it around. In a real federation, the Regions and provinces control theur resources, pay an agreed tax to the federal government, and all Region's develop at their own pace.

Land grabbing with the full of IBO officials and even Ibo magistrates will side with their fellow ibo to legalise ibo land grab was a norm. Frustrated at Enugu, the minorities took their plight to the Federal Parliament and had secured the of Northern ,Western and Midwestern Parliamentarians to grant a referendum for tthe minority people of Eastern Nigeria for the creation of the Calabar -Ogojaa-Ribers region. This was in late 1965 and the matter was to be presented oficially in Parliament after the Christmas break.
The IBO coup of Jan 15, 1966 was to prevent the Federal House from returning back from Christmas break to address the issue of COR region which was the first thing on the docket.

A western Camerounian delegate complained that before he could go to the capital of Eastern Nigeria that was once Calabar but then changed to the barren landlocked hinterland of Enugu, he had to take a once in a month ship trip to Port Harcourt and then go by the British constructed rail to Enugu

If there was no coup in 1966 you would still be in the Eastern region overrun by the Igbo tribe. At least now u guys are governing yourselves.
Igbos keep regretting the war. Their greatest loss was Port Harcourt.
