As a structural engineer myself, two thing could lead to this.

It's either the engineer studied online, or he took colos/igbo/shisha combination before embarking on the project

In graphics design term, we call it "Make it pop"

When you deliver a minimal design to a client and SHE wants you to make it "POP" 😂

Stair below was the minimal design, while the one at the top is the "make it pop"

Instead of deleting the minimal design or creating a new art board, the designer decided to duplicate and make the top "POP"... Because "Make it pop" will end up telling you to revert back to the minimal design

I like your take but I don't think the bottom stairs can be knocked down without it having a pretty adverse effect on the top stairs so most likely both will be left the way they are, no knockdowns

it is not old, if it were, you will see signs of railing (holes) in the first one. I believe the first was a mistake.

The top staircase is for you the under one is for others, the rats, cockroaches and the shadowy roommates, you see it is very nice to consider others
that you are going to share the house with when building it.

So they don't need to bore holes in you wall to make their own stairs, you win, they win, all win

It's a spare so if the one on top collapses the one under can still be used.

This is obviously a case of a grave mistake at the setting-out of the Building. As clearly seen, the previous staircase was not positioned appropriately thereby leaving the staircase too Low and out of the necessary required inclination therefore; a new staircase has been produced with adjusts made to differ from the wrongly built stairs.

This type of mistake commonly results from:
1. Errors where made in the setting-out of the building
2. Not squared corner edges
3. Not taking accurate levels when building

Before handing your construction project over to any Engineer please make sure he/she is particularly qualified and Knowledgeable about what he or she is doing, to avoid wastage of your materials, money, time, sick building and ultimate building collapse 🏢

Only possible explanation is that the lower staircase was too low & didn't meet design specs...
