Laws should be made to make sure that street cleaners do their job before 5 am EVERYDAY. The law should also stipulate that cleaners must move around every mid day to clean up the streets. Punishment for littering should be stiff and the federal government should add more subjects/topics into the academic curriculum in a way that helps to prepare the minds of the young ones about the dangers associated with dirty surroundings, and the purnishment for littering. you are making sense, I also wish other state governments can find a way to turn refuse or rubbish or landfill to clean energy. I am not sure if the heat generated from burning landfill or rubbish can be turn to a form of electricity. If this is possible, people can get paid to send their rubbish to such places where rubbish can be turned into clean energy. Rubbish can be weight by the tons and those who bring such rubbish or landfill by the load will be paid.
