It will be abused.

This kind of visa is meant for people from developed countries, not third world hopeless countries like Nigeria, that's why they require a letter from applicants explaining why they need the multiple entry visa and how they will fund their stay.

They are talking about where you can submit Schengen visa applications, write a Letter explaining why you need a Long term visa and you get it, You day talk another thing entirely.
