The two are newly constructed, if you observe more closely.

The lower one is too low, hence they decided to construct another that's higher. The lower was an error and will be removed later.

I think there was a mistake in the first stair construction. It wasn't high enough to take the building to the next floor level. Hence, the need to construct a new one to take eit to the required building height.

I will agree it sounded AI-like, maybe because I have some engineering background and did some course in structure. I didn’t consult Grok for this.

It's about the height of the stairs, the top stairs was needed to balance the top height and the engineer don't need cracking the bottom stairs for more balance since it's a storey building.

It's not real. The wall on which the stairs were leaning on the left didn't get to the top. Na leaf I dey see on top so. Again, looking at the pillar holding both stairs from the substructure, it's not straight to the top. There's a significant shift in the short pillar in-brtween the 2 stairs. It looks photoshopped to me. In this era of AI, anything is possible. You could even see your wife's picture and you'd think she's a man from your confused state grin

The one beneath was a mistake. The one above is the correction. They probably had to leave the bad one below for structural strength until the top one is done.

I would assume this is an old structure undergoing a makeover and the contractor believes knocking down the existing stairs will weaken the the structural integrity of the building and so prefers this design that looks like attempt to retain structural stability.

It’s also possible that the under stairs will get knocked down later.

So this photograph can’t make for an informed opinion.
both concrete looks freshly cured, seems like a mistake being rectified.

Layman. Looks like the bottom stair was unsafe ... the side too thin.... as in the distance between the step and edge of the "beam". In the upper stairs the distance is greater. Instead of breaking down the lower one...which take a while and more money...it as cheaper to just build another one.
All about saving costs ...looks not important.
