Clearly a construction mistake
The first was done but didn't meet the required head room so a new one had to be constructed.

He might have used baba mulika and sons the first time too.

Just like the advice I gave someone few minutes ago.

After spending money for land, documentation and approvals. Spend for materials. Why can't you pay a qualified engr to over see your project?

Now they can not follow Arch Drawings. Making all sort of blunders left, right n center.

I would assume this is an old structure undergoing a makeover and the contractor believes knocking down the existing stairs will weaken the the structural integrity of the building and so prefers this design that looks like attempt to retain structural stability.

It’s also possible that the under stairs will get knocked down later.

So this photograph can’t make for an informed opinion.

What I see is the load on the old stairs pillar and it’s still a simply ed structure.

I am not saying it’s the safest way to do things. I think the building code for Nigeria should be a better guide to determine if this is compliant or not.
I suppose it’s an improvisation and an attempt to maintain at the least the existing structural integrity of the building as knocking down the old stairs might weaken the structure and make it collapse risk.

The lower staircase appears to have been done below the standard, and the upper one had to be done to meet the quality standard for safety and durability

I think if you observe closely, you can tell that both stairs were made in/around around the same time but obviously one was made before the other. So for me, the one under was made before then may be a better engineer was employed, did some testing and saw that the one below isn't strong enough and then casted the new one above with the hope to take down the one below after further testing.

Looking at the pics alone, I think both stairs are not too far apart to be labeled "old" and "new". That's my point lol grin

We both said the same thing really.

Both were not built the same time and a former might likely give way if doing so won’t weaken the structure’s load distribution.

But like I maintained, a better, fully picture would have helped reached a better hypothesis.

This picture is incomplete so we can only guess at best.

Sure, intelligent people have always existed, also one doesn't need to be unintelligent to use AI.

I only made my observation based on the structure of his writeup, it looked very structured and formal.

Misinterpretation of sectional drawing
Probably, the Structural Engineer was paid small money.
His head was banging, worrying about Nigeria and other Nigerian problems.
And he didn't take time to cross check his drawing before sending out.

Typically, the Engineers expect 2 payments.
1. Payment for drawing
2. Payment for supervision.

The client is a miser and thinks he is smart.
He will only pay for the drawings and expect the builder/bricklayers to
understand everything.
He won't pay the Engineer for supervision.
So Engineer will not supervise/visit the site and hence.
error like this happen.
Engineer will just say "Ntor" to the client and run away to think about other Nigerian problems.
Waste of money!!!

It's either the engineer studied online, or he took colos/igbo/shisha combination before embarking on the project grin
