What’s good with the move? Is there anything like environmental sanitation day in all the big cities of the world that you hear about?

We must talk about corruption and government inefficiency please. It is the result of government not doing the proper things or putting the right measures in place. Is it not the time for government to engage the so called jobless youths? Is this not another way to create jobs for youths? Why not get contract them to do the cleanup and get paid for it? There are too many job seeking youths out there. Rather than pay, government officials prefer to embezzle the resources and belabor citizens with that responsibility. Or you do not know that sitting down at home for hours in the name of environmental sanitation is a waste of man hours? That was the reason why it was put to an end. A worthless policy introduced by the then crooked IBB regime to get enough time to sleep and shut down businesses on Saturdays.

They really need it. And the said Thursday sanitation should continue too. All market men and women, lock & shops should be force to carry out the exercises. The government should invest in waste management by providing good vehicles for carrying the waste. There should proper waste dumping sites where some of the waste be converted for another purpose. They should not give to party chief to handle it but they can give it to reliable private companies. These will create job opportunities at all local government area across Lagos state.

Again, the LASG should not arrest or force anyone to stay indoors in compliance to a Court order.

The Appeal Court held that you can't force or restrict movement on said date of sanitation. (Faith Okafor V Lagos State Government - 2018)

For those shouting about covered drainages I can tell you for free that for most parts of Lagos badagry expressway way that have covered drainages, the gutters are filled to the brim and blocked with whatever, nylons cans, waste.

How this happens I don't know.

When citizens are dirty they are dirty , covered drainages or not. People that shit anywhere and everywhere.

Whatever it costs, they have no choice but to do it, or they have no business calling themselves 'megacity', 'Centre of Excellence' and all these pompous titles belied by filthy open gutters.

That whole mentality of building roads without caring about pedestrians or pedestrian infrastructure like covered drainage and sidewalks, must go. It's a backward and primitive mentality. And this applies to the whole country, not just Lagos.

The Constitution of the Federal Republic of Nigeria, 1999 provides in the Fourth Schedule the main functions of Local Governments in Nigeria as follows: –

(a)the consideration and the making of recommendations to a State Commission on Economic Planning or any similar body on:
(i) the economic development of the State, particularly in so far as the areas of authority of the Council and of the State are affected, and
(ii) proposals made by the said Commission or body;
(b) collection of rates, radio and television licences;
(c) establishment and maintenance of cemeteries, burial grounds and homes for the destitute or infirm;
(d) licensing of bicycles, trucks (other than mechanically-propelled trucks), canoes, wheel barrows and carts;
(e) establishment, maintenance and regulation of slaughter houses, slaughter slabs, markets, motor parks and public conveniences;
(f) construction and maintenance of roads, streets, street lightings, drains and other public highways, parks, gardens, open spaces, or such public facilities as maybe prescribed from time to time by the House of Assembly of a State;
(g) naming of roads and streets, and numbering of houses;
(h) provision and maintenance of public conveniences, sewage and refuse disposal;
(i) registration of all births, deaths and marriages;
(i) out-door advertising and hoarding;
(ii) movement and keeping of pets of all descriptions;
(iii) shops and kiosks;
(iv) restaurants, bakeries and other places for sale of food to the public,
(v) laundries, and
(vi) licensing, regulation and control of the sale of liquor.

Apart from these exclusive functions, the function of Local Governments shall include participation of such Councils in the government of a state as respects the following matters:
(a) the provision and maintenance of primary, adult and vocational education;
(b) the development of agriculture and natural resources other than the exploitation of minerals;
(c) the provision and maintenance of health services; and
(d) such other functions as may be conferred on a local Government Council by the House of Assembly of the State.

As provided for in the 1999 Constitution of the Federal Republic of Nigeria, Local Governments have functions and responsibilities assigned.
Some of these functions are performed exclusively by the Local Government like the maintenance of cemeteries, markets and motor parks. On the other hand, some other functions and responsibilities are performed concurrently with the State Government. Among these concurrent functions are primary education, agriculture, health and any other functions that may be conferred on Local Government by the House of Assembly of the State.

As can be seen, these various functions and responsibilities of Local Governments are quite enormous and demanding. The tragedy of the situation is that Local Governments have very limited and circumscribed sources of revenue to enable them execute meaningfully and effectively the functions and responsibilities assigned to them.

In my local government at Ajeromi Ifelodun in Ajegunle, we have not felt the presence of local government at all, take for instance, the road from otto – wharf to Achakpo have never been maintained for as provided in the constitution, the question begging for an answer, is what do the Ajeromi Local Government do with money that go to them?

Well for your information, all cities have litters on streets and drainages. The difference why you see them all clean is called GOVERNANCE. It is the duty of government to have agencies who handle them all. Government provide the resources used to purchase trucks and dustbins that are scattered all over the places. Government employs the workers that do the jobs and ensure proper supervision. They all do their jobs, picking refuse everywhere, cleaning the roads and ensuring that their environments are cleans and their communities and cities beautiful for habitation. That’s the job of government. That’s one of the reasons why you pay taxes.

Oga, Lagos has LAWMA, just like other states have their equivalents. Ask yourself if all of them are efficient. Go around the entire length and breathe of the whole country and you will find the same story. Lawma does not have enough trucks. Lawma is understaffed. That’s the same story all over the country. Not Maitama, Asokoro and Estates full of Mansions, in fact in Lagos too there are beautiful estates that are very clean you will see wastebins in Lagos estates, even in Abuja most markets for traders are still chaotic and dirty.

You can not consider a system to be working unless it is working among the main population and most places where the lower income and middle income reside not just in some estates full of mansions and among the rich.

All boil down to governance. Buhari/Idiagbon implemented “War against indiscipline”. Citizens sat up immediately. You could not urinate indiscriminately or through refuse anywhere you likes. People would not dare jump queues and everywhere was calm, until a certain IBB and his friend Abacha removed them. The country returned to its previous state.

Lee Quan Yu, popularly called the father of Singapore, made it what it became today. One of the most beautiful countries on earth. There was instant punishment for open defarcation. There was instant punishment for dumping of refuse indiscriminately. There was instant punishment for crime. I urge you to travel to Singapore and see for yourself. Today, Singapore is better than Malaysia that it came out from.

Infact I was on a queue one day at a KFC. There were about six of us on that queue. A Nigerian lady jumped the queue and tried to make her purchase. Everyone was aghast. First you must be disciplined at home, otherwise you will take your indiscipline to the public. Organize your children at home and they will organize themselves in public.

Let the laws work effectively and see changes.

Mr Man Abuja has over 5 million people, Nigerians living inside it, including lower income people living in flats and bungalows. Not everyone in Abuja is rich and lives in a mansion.

The truth is that the city is filled with millions of ordinary Nigerians. Many of the estates are not even ‘luxury’ as such. If you can afford rent in Surulere or Ikeja in Lagos, you can afford to rent a nice place in one those estates in Abuja.

And don’t mention those outskirts shanties. Those are towns with their own names, not Abuja.
